Clare Martorana is one of a small number of leaders who has built AI governance at national scale and operated a public-company P&L through a public offering.

As U.S. Federal Chief Information Officer under President Biden, she oversaw a $120 billion technology portfolio across 430 federal entities — serving across three administrations, from Obama and Trump to Biden, and both parties.

She founded and chaired the inaugural Federal Chief Artificial Intelligence Officers Council, authoring the procurement standards, risk frameworks, and data-governance protocols that govern federal AI deployment. She also authored the Federal Zero Trust Architecture Strategy, the largest zero-trust cybersecurity transformation ever undertaken, and testified four times before Congress on technology modernization and federal procurement.

As Chair of the Technology Modernization Fund, she led a $1B+ federal investment vehicle — recruiting the board, overseeing governance, and deploying $1.05 billion across 69 projects in 34 agencies.

Before federal service, Clare was President of Everyday Health Consumer (NYSE: EVDY), running a $125 million business unit reaching 50 million consumers monthly, and SVP and General Manager at WebMD Health (NASDAQ: WBMD), where she grew the consumer audience to 100 million monthly unique users and revenue at a 57 percent compound annual rate over a decade.

Earlier in her career, she worked as a filmmaker and producer, with credits spanning five feature films, television, and documentaries.
